Hi Mr. Dey,
Post-installed reinforcing bars are typically not designed to resist direct shear loading in the manner of an anchor bolt.
In case of post installed rebaring, the transfer of shear forces between new and old concrete is through the construction joint (friction) at the interface between concrete cast at different times. Therefore, a rough interface is required to provide sufficient cohesion in the construction joint {Clause 6.2.5(2), EC2: EN 1992-1-1:2004}.

why not rebar designed for direct shear?
