There exists no test apparatus with anchor manufacturers to test shear capacity of bolt at jobsite. Such tests are usually conducted in the laboratories under controlled environment. There is also no mention on Shear testing methodology in CFA Anchor fixing document.
The attached document in your query also refers to the design of shear check of steel practiced widely. All design codes refer same methodology for calculating steel capacity.
